Abstract Nowadays among the innovations of public administration reform in Ukraine is the procedure for evaluating the performance of civil servants. As public prosecutors have established civil service positions, public prosecutors of local prosecutors’ offices should also undergo an annual performance evaluation of.
The resolution of the Cabinet of Ministers of Ukraine No 474 as of June 24, 2016 approved the Strategy of reforming the public administration of Ukraine for the period up to 2021 and a plan of actions for its implementation. The purpose of this document is to improve the system of public administration and, accordingly, to increase the level of competitiveness of the country.
It was noted that continuous financial support was defied as one of the priority areas for successful public administration reform envisaged in the Strategy. The current Law of Ukraine “On Public Service” provides for an improvement of the remuneration system, in particular increase of wages, the amount of long service payment, which should contribute to a significant increase in the overall salary fund. The document also emphasized the need to establish a new civil servant’s remuneration procedure that would set out transparent and clear criteria for this type of promotion based on evaluation of performance and achievement.
An important factor in enhancing the motivation of civil servants of local prosecutor’s offices to work should also be an annual evaluation of their work activities, which should not turn into a formal periodic brainstorming procedure, with the aim of coming up with tasks for the year that should coincide with the actually completed ones.
The purpose of article is to identify the main stages of evaluating the performance of civil servants in local prosecutor’s offices.
It is stated that the evaluation of performance of civil servants of local prosecutor’s offices must comply with the approved resolution of the Cabinet of Ministers of Ukraine as of August 23, 2017 No 640 of the Model Procedure for Evaluating the Performance of Civil Servants and the Law of Ukraine “On Public Service”.
It is concluded that it is desirable in each local prosecutor’s office on the basis of the specified Model Procedure to develop its own Procedure for carrying out evaluating performance of civil servants of the local prosecutor’s office. The procedure for evaluating the performance of civil servants of local prosecutors’ offices consists of three stages, the procedure of which should be specified in a separate order of the head of the respective local prosecutor’s office.
